So Lions 14 was not attached to the ruck, he was behind the ruck when initially formed and behind the ball on the ground. He never made contact until the ball was out….never offside, never part of the ruck.

I looked at this many times in slow motion..,a confusing factor was the Irish player crawling out the Lions side of the ruck, but clearly no need to be behind him, The TMO called this for interfering with the player before he picked up the ball initially….and then switched gears to agree with Hollie.
