That's not correct, we can see in the footage when the first shot is fired the position it came from, the ICE agent who fired the shoot is mostly obscured by another agent but we can see the gases emitted from the first shot and we can see the position of his feet and the position of the car wheel. It shows that the agent was at around a 45 angle angle to the side of the car. The bullet hole in the widescreen was towards the lower left hand side of the windscreen, which indicate it was from an angle to the side. So the initially shot was not straight through the front windscreen.

The video footage clearly shows the 2nd and 3rd shots are directly from the side the third might have even gone beyond directly beside her.

Yes he wasn't parallel at the time of the first shot and wasn't when she started moving the car but he wasn't directly in front either. It's difficult to ascertain if their was much contact at all. What we do know is that whatever contact there was if any had no affect on the ICE agent's ability to fire his gun three times, the 2nd and third shoot from a more or less fully upright position. We can also see the same ICE agent appeared to uninjured afterwards as as he able to walk around just fine.

Here's the thing we can't see the position of the drivers head, we don't know where she was focusing at the time. She might have been so focused on the ICE officer trying to open her door that she didn't see the agent directly in front or her, or she might have spotted him to late to do anything different or she did spot with a raised gun and instinctively thought she needed to contuine to try to get away as quickly as possible.

What I do know is that in no other western country would we see a police force act like that, outside exceptional circumstances where an armed response team is specifically brought into to make an arrest of a suspect believed to be highly dangerous or them potentially manning roadblocks in response to a terrorist incident, you're not going see a police officers wearing mask walk up in aggressive manner to a person in a stopped car shouting get the fuck out of the car, you're not going see another masked office point a gun at the person, and even if the a police officer was hit/glanced/pushed in the manner that ICE officer it would of still been very unlikely the officer would of discharged his firearm.

The UK police would of for example not created that situation in first place, but facing a similar situation of a fleeing vehicles they would of likely simply called in the number plate on the car and sent someone round to her house to arrest her or at least caution her for dangerous driving. Yes there can be high speed pursuits in the UK but it's likely a criminal fleeing a crime or arrest, not some random civilian who will almost certainly pull over at the first sign of police light.

The car was already in the process of going by him with the wheels appearing to full locked in turning motion away from him. Unless the car had magically properties and could instantly gets its wheels to point directly at him and also instantly change its current momentum, there was no physical way he could go under the car by the time he discharged his firearm.

American police don't go through years of training its on average about 5 months so states are double that some are even less. ICE is similar enough with 5-7 months training.
